The trip from New Orleans involves a seven hour journey down the Mississippi river. The reason I believe this to be so is the similar circumstance ships sailing from New Orleans face. Since ships sail from Baltimore infrequently I cannot be certain but chance are very very good that the casino will be allowed to operate while still in American waters.
